A September 2026 report described Nscale’s filing for a US flotation and its infrastructure ambitions. Separate UK and Scottish policy documents explain approaches to strategic data centres and planning oversight.
Nscale US Flotation and UK Data Centre Planning
In a report published on 22 September 2026, The Guardian said UK-based Nscale had filed flotation papers in the United States on 18 September and could make a stock market debut before year end. It reported a loss of $1 billion for the six months to 30 June on revenue of $140 million, with Nscale attributing losses to substantial investment in a capital-intensive business. The report also described chief executive Josh Payne’s interest in sovereign AI infrastructure. These statements describe the report and filing plans at that time, rather than confirmation of a completed listing.

UK Government Strategic Framework
The UK government has released information regarding a Data Centre Covenant, which outlines an offer to accelerate projects deemed strategically important. This initiative encourages developers to meet specific standards related to national security, resilience, energy-system costs, and benefits to local communities and supply chains. The framework also provides details on government efforts to support the delivery of essential infrastructure, such as grid connections, for data centres that qualify as strategic assets.
Scottish Planning Directives
In Scotland, authorities have implemented new planning directions to manage the expansion of data centre developments. Planning authorities are now required to notify Scottish Ministers of new data centre applications within seven days of validation, provided the developments exceed 50 Megawatts of power capacity. These measures are intended to support the monitoring of the planning pipeline and to ensure that new developments align with national energy, climate, and community wealth-building ambitions. Public Finance Minister Hannah Mary Goodlad has also exercised powers to recall a planning appeal for ministerial decision and mandated Environmental Impact Assessments for specific project locations in Fife and Edinburgh.
