A speech preview, an international declaration and a domestic government announcement provide different evidence. Reading their status helps avoid treating proposed AI restrictions as enacted requirements.
AI safety policy documents: the political preview
A speech preview explains what a politician is expected to advocate. The Guardian’s September report of Davey’s planned AI pause and non-proliferation proposal is an example. It establishes the reported political position at that time; it does not by itself establish the final speech, agreement by other countries or the legal creation of an oversight body.
Broader Approaches to AI Safety
The Bletchley Declaration records participating countries’ shared emphasis on AI safety, international cooperation and evidence about frontier risks. It recognises that national circumstances and legal frameworks differ. It should not be presented as the specific non-proliferation treaty proposed in the later political preview or as imposing a single global prohibition on model training.
UK Government Security Measures
In an announcement dated 12 October 2026, the UK government described cyber-defence pilots and further work on AI incident preparedness. It said stronger protections and incident or near-miss reporting would be explored through the Cyber Security and Resilience Bill regime. That statement of intended work is not proof that every proposed reporting obligation was already enacted or operational.
